Why some ISPs alloctes static IP addresses to users ?
DHCP is no magical bullet for increasing IP pool. If broadbands advertise themselves as always-on there must be a reservation of available IP in case the modem is actually on. Given that need, DHCP is unnecessary complexity. But there is no statement saying that they can't manage IP in anyway...
