I want a background in css

Please help, I want to put a background in my phpbb board like this site does.

It's very simple

This article will help you a lot http://www.w3schools.com/css/pr_background-image.asp

But basically just find the BODY element of your CSS and do something like

body
{ 
background-image: url(stars.gif); 
background-color: #000000
}

Great advice on the background image I find its best to include the background info in CSS rather than the page body
