The link is dead, maybe the site doesn’t really exist. It really sounds too good to be true. If there really is a forum service like this one that is totally free, I think the quality of the posts would not be good.

It reminds me of the concept of blog rolls, which I'm not sure really works at all. People don't follow through by adding a person's blog, etc. It's really a great concept, though, but it would require a lot of dedication in my opinion.
